The Development Academy of the Philippines held a Brown Bag Session on Business Excellence Consultancy and Best Practices of JQA Winners last 10 February 2012. Twenty participants, who represented the NPO and SMEs, attended the session. They were introduced to the overall framework of Business Excellence (BE), the BE consultancy methodology, the Singapore (SQA) and Japan (JQA) Quality Award frameworks, and the best practices of JQA winning companies in Japan.

Three (3) APO grantees who attended the APO International Conference and Study Mission in Singapore and Japan last year served as resource speakers to share their learning and insights. Mr. Francis Adrian N. Comendador, Senior Project Officer of DAP Center for Governance presented the Business Excellence (BE) Value and Framework. Ms. Niña Maria B. Estudillo, Independent Productivity and Quality Trainer/Consultant and Former Director of DAP Institute of Productivity and Quality, presented the Business Excellence Consulting Methodology.
Mr. Eduardo R. Fenix, Managing Consultant, Fenix Industrial Engineering Services, on the other hand, presented the Japan Quality Award (JQA) Framework, and best practices of JQA Winners in Japan.

During the open forum, DAP Vice-President and APO Liaison Officer Carlos A. Sayco Jr. shared the concern about the diminishing number of applicants for Philippine Quality Award (PQA) program. The insights from JQA and SQA as cited by the speakers could be good inputs towards strengthening the PQA particularly to the PQA committee.
He also suggested that the PQA committee, through DAP’s assistance, consider undertaking impact assessment study of the PQA program. Ms. Estudillo, PQA assessor herself, suggested the creation of a separate pool of PQA consultants separate from the PQA assessors to better assist the SMEs, just like in Singapore.

Ms. Estudillo’s suggestion could be pursued although it will take additional training and hands on experience before one can become an examiner.
As a reaction, the participants conveyed their plan to utilize/disseminate the knowledge through sharing with colleagues and adoption of BE framework in KM programs and technical assistance to clients, among others.
